Funding the Fight Against HIV and Aids
The HIV Budgets Unit provides research and analysis on the public finance issues related to government’s response to HIV/AIDS. It monitors targeted allocations for HIV/AIDS interventions in the national and provincial budgets and also analyses the indirect impact of the epidemic on the public sector budget.
Vision of the Unit
A governmental response to HIV/AIDS that is effective, compassionate and equitable, is based on principles of democracy and good governance, and which enhances the rights and well-being of all persons infected and affected by HIV/AIDS.
The AIM of the Unit
The Unit’s aim is to contribute to participatory and transparent government finance policies and budget processes which lead to effective, compassionate and equitable resource allocation and spending for HIV/AIDS.
The objectives of the Unit
The objectives of the Unit are:
• To assist government departments in their financial planning, management and spending with regard to HIV/AIDS in order that they may carry out their core responsibilities.
• To monitor HIV/AIDS targeted funds in national and provincial budgets.
• To analyse the indirect impact of HIV/AIDS on public sector budgets.
• To build the awareness and capacity of civil society with respect to monitoring government’s HIV/AIDS resource allocation and expenditure.
• To enhance Parliaments’ oversight capacity with regard to HIV/AIDS expenditure and expenditure.
• To analyse the impact of government’s spending on HIV/AIDS
The HIV Budgets Unit undertakes:
• Research and analysis of public finance issues regarding HIV/AIDS.
• Training and capacity building of public servants, parliamentarians and civil society.
• Facilitation of the debate around HIV/AIDS issues by establishing or contributing to relevant forums, and through the dissemination of sound research findings to public servants, parliamentarians and civil society.
Outputs of the Unit
Some of the key outputs of the Unit include:
• Budget Briefs on relevant topics.
• Regular series of HIV/AIDS short papers on Health, Education, Social Development; Women and Children, in addition to occasional papers on current issues related to HIV/AIDS and budgeting.
• Annual HIV/AIDS budget analysis, which is a comprehensive list of national and provincial allocations for HIV/AIDS.
• Dissemination of analysis via other channels, e.g. radio, newspaper.
• Training packs/ seminars and presentations
