NEW PUBLICATION: implementing the Public Finance Management Act in South Africa

Idasa’s Economic Governance Programme (EGP) has examined South Africa’s Public Finance Management Act (PFMA) in the light of calls to amend it but finds that the Act’s implementation has had little impact on the integrity of the law itself.

In a review of the PFMA’s implementation, Idasa looked at the development and reform of financial governance arrangements after 2000 and concludes that the law is “well written and flexible enough to anticipate policy changes.”

While full implementation of the PFMA has not been possible because of “problems with people and systems,” EGP Manager Russell Wildeman said that “we are clearly not facing a situation where implementation results have forced a rethink of the overall design” of the PFMA.
