Every year, IDASA conducts a review of South Africa’s national and provincial Education budgets, looking at main trends in expenditure in the social and fiscal context, quantifying the progress made, and providing a description of actual spending. The analysis provides some explanation of the trade-offs made in education budgets and how these decisions are likely to affect learners in poor communities. In 2007, expenditure on education represents nearly a fifth (19.5%) of national and provincial expenditure, and is set to grow by 7% in the next year.
